It measures the volume in short 20 ms windows across your file. Any stretch quieter than your threshold that also lasts longer than your minimum duration is treated as silence and removed. Everything else is kept.
No. A small padding margin, 0.1 seconds by default, stays on each side of every cut, and a short fade smooths the join so there is no click. Word attacks are protected.
